It'd be easier and less risky to call in a bomb threat vs shooting up substations.This was a test run for somethign larger.

I'm just saying the chances of it being drag story hour protesters is little to none, IMO.
Attacks on critical infrastructure are extremely serious. It's not the first time its happened - also in CA about 10 years ago and upstate NY. They are very vulnerable and a high power rifle can bring down a substation without much problem. The bigger the transformer, the bigger the pop. The bigger the transformer the harder it is to replace it. They generally don't keep those parts sitting on shelves and companies like Siemens, etc. have to build one to order.
This is pure speculation, but I'd say ANTIFA or an enviro group would be the likely suspect. Again, motive is in question. It could be a lone wolf as it looks like 2 substations were hit. Or it could be a false flag by the USG. Our crack FBI should be able to use geolocation and Stingray data and have a perp in hand by lunch /s.
