I don't think that is quite true, Trump was informed by Admiral Rodgers who was the head of the NSA that he was being spied on, not some wannabe hacker like kimdotcom.
Makes me think the refusing the pardon is just grandstanding to seem important.
Kimdotcom was always kinda a scammer in his early life and then snitched on his former friends in the release scene then went on to do more kinds of phone fraud, he also tried to pretend he invented some way to hack T-Mobiles GSM network with some kind of device which was later found out to be a fake.
You have to remember at the time he did most of these things people thought anyone who could do anything on a computer was some great hacker genius so the press was always running these stories, when some idiot with a modem called up the pentagon and guessed some passwords it was seen as the greatest hack in the world, but then these "geniuses" would always get caught by dialing in straight from home but the news did not know any better so the person was always some great genius.
he used this fake street cred to start a computer security company which also faked things to appear like they new what they were doing.
Also stock manipulation where he made a million euros by doing a pump and dump claiming he was going to invest in this dotcom company shares went up thinking he was going to save the day but he just scammed them.
Not to say he could not change his ways as he got older but i think he is a bit of conman and managed to trick people into thinking he was this genius hacker but really was just lying, but it made him rich and then he has styled himself as this great hero.
So the short of it he has committed lots of crimes, snitching and a bunch of other low stuff we probably have not heard about.
