Oh come on! You mean like when trained militants shoot out power stations in North Carolinan next to a military base, cut power to 40,000 people--likely killing some of them in the process, close schools and pharmacies and yet the public can be swayed into thinking this is mere vandalism?
I think they are just testing if the people are awake enough to see this as an act of war or whether the papers can continue to lull the americans into inaction through deception as they engage in war against a public who will not resist because they're too brainwashed to understand thats what you do when someone comes to take your life.
