The military never has a problem calculating the money they say they need. They only have a problem accounting for the money after they get it. Sounds very much like our entire federal government. Perhaps there needs to be a different method of dispersal for funds? Perhaps they provide the GAO receipts for their purchases within 60 days for money that was dispersed? Any money not accounted for comes out of the next tranche. It's not that difficult. If all the Fortune 500 companies can keep tract of spending, the military should be able to do same.
It’s a physical audit. It’s physical assets that are supposed to be there but are not. With the amount missing it’s likely there is a large amount of stuff being purchased with receipt from complicit suppliers and the money is funneled into black projects or pockets. Likely both.
