Out of 7 million voters, only 1.8 million showed up for a runoff?
I think they have 1.8 million votes reporting so far. It looks like only 25% of the results are in? Also, I think I heard there were 1.8 million early votes and that more people were voting in the runoff than the original election.

That's physically impossible under GA law. In order to be able to vote in a runoff, you must have first cast a vote in the general election.
Are you sure about that? It looks like you just need to have been eligible to vote in the election that triggered the run-off:

Maybe I am indeed wrong here, but I swear I heard something about not being allowed to vote in a runoff if you didn't vote in the preceding primary or general election.
If that's not the case, then it should.
