Consider the reason behind WHY the administration wants to do this.

it COULD be to make the airlines more susceptible to nefarious action.
it COULD be to process more illegals crossing since the Border Patrol is overwhelmed and many sit in containment camps waiting.
it COULD be both 1 and 2.

It's probably both.
