I would say the criterion for drastic action would be when the number of those who are not awake simply don't make a difference to the outcome. It will not matter if they are awake---and reality will not conform to their expectations. I keep saying there will be widespread cognitive dissonance and the clinically psychotic will be most affected. To which my considered reaction is: "Too bad!" (My conviction is that, barring aberrant brain chemistry, psychosis is an issue of dishonesty.)
