I don't know which is worse, CIA or FBI, but I think CIA due to their international meddling, whereas FBI seems to limit itself to domestic meddling. The thing is, they could end CIA, and they would probably create some major terrorist attack, or something, to then say, "See what happens without us!" FBI would probably do the same.
