ELI5 please. Isn't the stop in Colombia a legit mission? I could understand dropping of some people at GITMO if you're passing by anyway, or had a severely ill prisoner who needed 24/7 medical care just to survive to get to GITMO, but what does the article attached have to do with any of the 'theories'?
