The rumors floating around at the time were that whatever amount of equipment was left was for the white hats in that region of the world to secure the area upon our departure. The optics were manipulated to make the Biden show look terrible.
I believe this for two reason, one the white hats wouldn't let Biden do that if they didn't want him to and two, we had to leave that region at some point why not maximize the damage to your enemies while doing something that benefits you?
Agreed, plus I think it will play a larger role in "the plan". The reason I say this is that POTUS has been bringing this up at (virtually?) every single rally and talk he gives, for almost a year and a half now.
