Ten years ago I had a buddy doing a ministry where he’d find good deals on coats and blankets and then take them to downtown Denver to give them to homeless people. The authorities were trying to downplay the problem, but it has been there for a while.
Not that I remember. The authorities were too busy advertising weed tourism to notice all of the homeless natives. The problem was only acknowledged by young church people using their own money.

Did the "authorities" try to tell him what he was doing was illegal?
