This will mean that past presidents CAN be arrested for their crimes.

What exactly has prevented past Presidents from being arrested for crimes?

I really don't see how this is supposed to be a "gotcha!". From what I can determine, there is nothing stopping former Presidents from being charged with crimes.

Once a president leaves office it is bad form to go after them for any crimes. It is really simple if you think about it. What crimes, for who, and who helped?

CIA crimes by/for/(on behalf of) POTUS would NEVER be prosecuted. They never allow their crimes to be fully exposed. Bush, Clinton, Chaney, Obama, Biden would all have to be tried. And for what? Carrying water for the CIA.
