It created it's own command - Special Forces, not under the direction of the Department of Army. Within that command are all of the elements considered to be White Hats - Delta, DEVGRU, ISA, 160th, and others. These are the military components executing the quiet war against the deep state and have likely had command remanded to the President in Exile under devolution and COGON protocol.
