Obviously, one can draw the line at some reasonable number. Probability of fraud increases as number goes over 10 in my opinion. The number of legitimate households/properties with 10 or more voting age people at a the exact same address is very very low (unless they are Amish or something). Typical American family demographics do not support the large single family at a single address theory. However, it does support the illegal immigrant cluster theory.
