A: It is my understanding that it is the responsibility of the County Recorder's DESIGNEE ...

So, Couty Recorder Richer is parsing words and claiming it is not HIS responsibility, but NOT then saying who's responsibility it is?

Unless I missed something, it sounds like Lake's attorney did not expect that answer.
