There is a difference in the width too. I thin this trick relies on lack of a standard for comparison, and people generally ignoring the borders, which don't have a human meaning.
What I'm guessing what happened as I'm extremely good with computers is that whoever was printing the ballots legally and knows what they are doing, printed the right size. Someone without knowledge of the scale and print margin, or even to double check the print settings scale would be someone trying to cheat/unauthorized access and such a stupid mistake that they will get caught doing it. When you print a document, on any printer, they can trace where it came from, and also which printer was used by forensic methods due to the printing head alignment, etc..
This alignment issue is almost a honeypot bc it's such a stupid mistake, only a dumb person would mess up the print scale.
Only other alternative would be two ballot print files/variations, and I will try to find the highest quality image and compare the two and will report back on here.

When you are handed the ballot on the left, you would not be able to see that it was an improper ballot because you do not have the ballot on the right to compare it against.
When you see the side by side, of course it's obvious.
When you see it in person, you are seeing just the one. Not the other. There is no side by side comparison for you to make. You aren't able to see other ballots unless presented with the legitimate one.
So, you really can't tell just by looking at them.
