My theory is that it was designed in one of the post Soviet states and the blood and virus was sent via diplomatic pouches to whatever lab they wanted to leak it to. That's why when it first happened China said that it was the US's fault.

American biolabs located in post Soviet regions making use of former Soviet bioweapons experts using American funding from DoD DTRA. Hope that clears it up. Look up Lugar lab.
