I've been there a few times. It's a popular OHV area here in AZ and it's one of the most unique places I've ever been.
It's all black sand for several square miles, huge hills, all in the middle of pine forest.
I can see why they'd use the area to simulate lunar terrain. The consistency of the black volcanic "sand" is strange, almost like fluffy gravel. It's difficult to describe because it's the only place I've ever experienced it. But I'd imagine it's as close to lunar rock as can be found in North America.
So from a terrain standpoint it would be a useful testing area, but it doesn't resemble the lunar landscape at all.
