Job shortage or diversity shortage?

I know several experienced oilfield workers looking for work, who are told they aren’t qualified, while you hear about a shortage of workers
All are middle-aged or older white males - one guy told me a recruiter told him unless he could change his gender or ethnicity to quit applying - but the narrative is “not enough workers”
Can anyone confirm if this is a diversity issue?
I had one friend in their 20s be told about 2 years avo they can’t be hired because they weren’t black. Fast forward and that company is currently getting sued.
It probably is due to lack of “diversity”.
Might be, I've talked with people who have experienced what seems to be quotas being enforced against them.
It isn't a new thing, in the late 70s an international company in the energy business told me straight up they had to hire a black man, even tho no blacks passed the tests. After three days of applying and testing the guy told us too bad, see ya.
Found out later the tests were eliminated long enough to get some blacks in there.
I believe they are firing highly qualified people BECAUSE they are white.
I know some places will leave jobs open when there are qualified candidates waiting on a diversity hire. Diversity is the overarching qualification for some things now.
