The article / background:

This seems like a move to get more waterways back under governmental oversight/control. The EPA, under the Potatus administration, is reversing Trump-era loosening of restrictions. Of course they're wrapping it up in more of their flowery words like "protection of wildlife", the word "protection" used several times in this article. And the article mentions that they're following the science.

This issue was apparently brought up in 2021 and the pushback from a judge against the Trump administration's waterway policies was cited as from one of Obama's appointees. Interesting that it's Arizona, too.

One final note on this article is that it comes from the AP and is funded by the Walton Family Foundation. This foundation is a big proponent of equity and, in addition to being involved in the waterways in the Arkansas-Mississippi Delta region, they're involved with children K-12.

Possible Q relevance:

From Q-Post #1241, Q discussed funding of DS entities, kickbacks, slush funds, etc and how "environmental causes" help facilitate this activity due to the lack of oversight. It's worth reading the entire Q-Post, but I've put an excerpt below as well. This current reversal of the Trump administration's removal of government restrictions on waterways may be a way for the DS to generate a financial flow to their desired minions. The EPA will naturally require more money allocated to them for "enforcement" of the new restrictions, etc.

Or, it could be comms of some sort regarding the restrictions on "water" - aka the flow of information.
