U) SECTION I- PURPOSE AND SCOPE A. (U) Purpose. The purpose of these Procedures is to enable IC elements to conduct their national security missions more effectively by providing them with access to raw SIGINT from NSA, as authorized by section 2.3 of E.O. 12333, in a manner that complies with the Fourth Amendment and protects the privacy of U.S. persons. B. (U) Exclusions. These Procedures do not apply to:

1. (U) NSA 's SIGINT activities. SIGINT activities conducted by NSA under its authorities and SIGINT activities conducted by another element of the IC pursuant to a delegation of SIGINT authority under section 1.7(c)(2) ofE.O. 12333.
2. (U) FISA information. Information that NSA acquires under the Foreign Intelligence Surveillance Act (FISA), as amended. Foreign Intelligence Surveillance Court orders, authorizations from the Attorney General, and related minimization procedures govern the acquisition, retention, and dissemination of such information. Questions about access to such information should be referred to the National Security Division of the Department of Justice and NSA's Office of General Counsel (OGC).

Well, raw SIGINT would be social media and other tech companies (google, amazon, verizon) basically handing data straight over to the government.

It's not too hard for any company to move this data either, as it's all hosted on AWS. So, you could just instantly transfer from amazon about 99.9% of web traffic as well. The ISP would also be handing directly over via AWS I suspect.

The raw data is anonymized (probably before being handed over) but what is the real definition of anonymized today anyway? Just removing a name? Is it also an IP address? Is it still possible to read someone's typing and mannerisms, patterns and such like a fingerprint if you have near full access to data? If you ever need to unmask it's really just a Federal/FISA warrant search in AWS away. Imagine a world we'd have to type in riddles and weird codes to say anything at all important. Weird.

How easy is a puzzle to complete from scratch vs the final piece? "I'd like to solve the puzzle."

So, it goes to the government and the government is saying "we take this data and give it directly to every single spook, so they can use it how they want" to.

I already knew that, as did most of you. We at least suspected it.

However, it was not supposed to be proved so matter of fact for 22 years.
