If this really were the plan then it does not take much imagination to arrive at ways that would make it work. For instance, all the elite would never be vaxxed but we would all be told they were vaxxed. That would enable them to survive.

Similarly with the soldiers, they only need to die later than the people they need to round up. So, yes, they die. Timing is the only issue.
