If a school district closes a school then that means they don't need as much tax money. That money should be refunded to the population or the tax rate be decreased. By keeping the money and closing the schools that means they are going to spend that additional money on something other than education. Give the money back.

Shut all the public schools down. Simply have the government supply funding to the parents of each ELIGIBLE child in amounts decided by the local government, and paid for by the local taxpayers. For-profit schools will spring up, and compete by giving your child the best education for the buck, as decided by the parents. Parents in control.

School choice would be another step in sticking it to the board of education. If parents could choose which schools they send their kids to, the underperforming schools would have to step it up and clean up their act to make it appealing to draw parents back in. When you force children to attend specific schools, there's no need for accountability.

Now, the declining birthrates connection seems a bit of a stretch, but on its own it is most certain a significant issue that society faces.
