There have been many times where people tried to do exactly that but the target died anyway. If you hit a bone then the relatively low-powered bullet in a handgun can bounce off and go somewhere else in the body.
Not to mention a major artery in each leg, the bullet hits there and odds of survival are pretty bad.
Ever been to a range? Statistically, being shot in the leg is the most survivable because it happens so damn often.
Point blank shot to the hammie doesn't drop grown men. They walk it off all the way to the doc most of the time.
