You're doing it wrong. You find out when the gun buybacks are and the location, and go there with cash. Buy them from the people in line to turn them in for gift cards or whatever. Offer them the same amount in cash and they will sell to you instead. Police can't do anything unless you are in a state that illegally requires a background check for a person-to-person private sale.
