The interesting questions to me are: how could Hillary Clinton know that the Brazil election was "free and fair"? What evidence could she have gathered that would make it certain that she is correct?

The answers to the questions: she couldn't know, and she has gathered no evidence. She is expressing an evidence-free platitude.
