We are at war. Some things in war are done that would be seen as insensitive. If at war you would use all possible means for surreptitious comms

Typically this 3 word opener is used as an "amulet" to ward off expected responses to the rest of what they say.

"I'm sorry" may represent the truth IF the word amulet fails to protect the self indulgent poster from those responses..
