I've been informed by quite a few folks here that "The House controls the spending, " so they can defund anything they want.

They originate the spending. But the Senate and President still have to sign on. Spending can't originate in the Senate. Just like the House can't pick SCOTUS Judges. I understand it's a confusing process. But I assure you, this Bill can't become law unless it goes through the Senate and gets signed by the President. That's just a fact and the way our Federal Government works. Otherwise, the original omnibus bill wouldn't have had to go through the Senate and get signed by the President. If the House could spend anything they wanted on whatever that would completely break the balance of power.
It's not confusing. It's called separation of powers and it works when we follow the law.
In a way, they do. If they do not emanate bills for funding something, it never gets to the senate or the president. They're the first step but it's a crucial one.
