Classified documents are "signed out" to an individual and are tracked. The receiving individual assures that when they are not personally handling them, that the documents are in an approved "secure storage."
Whoever was responsible for tracking, failed in their job.
A "locked garage" in no way qualifies for approved "secure storage."
Inference was he wasn't even aware that they were there.
"How could he be so irresponsible!" to quote someone near to the issue.
