The mystery goes away once you admit the possibility that what was found with Biden were unauthorized and uncontrolled copies of classified documents. Classified Document + Xerox Machine => Uncontrolled Copy of Classified Document. This is why all photocopying equipment in an area with classified material is also under security control. (But no problem if the classified originals are sneaked out for copying with uncontrolled equipment.) You don't have to be a rocket surgeon to be a fairly competent spy.
You’re right, I was assuming these documents were in their official folders. I didn’t consider the official folders were taken somewhere uncontrolled to be copied, then the official copies were returned.
You’re scenario is much worse, it shows an intent to illegally obtain and possess classified information. Possessing the originals could be passed off as a mistake made by a staffer in the waning days of the Obama Administration.
