The runup to 9/11 indeed showed increasing involvement and narrative control by [DS] and Intel agencies who over the time became more and more capable and adept at manufacturing and carrying out these events, with the goal of desensitizing the public to them and causing public acceptance of ever increasing security measures, limitations on firearm ownership and privacy violations through information gathering and spying on the general population.
OKLAHOMA CITY was one of the earlier in the sequence and so the kinks weren't quite as worked out and they blundered parts of it. Interesting to be able to go back and see what they messed up or forgot to do, not trying off loose ends etc.
