Greek-like City States? IMHO, I think every county of every State has equal political weight to governance as a big city county does. just as the Constitution provides for Senators representing their States equally with all other States in the Congress, States need to realize each county has equal representation in their State congress. No county should ever have influence over the economies of the rural counties.
