To me, his announcing his running would have been met with a giant, "Well shiiiit". Nobody really wanted him to run again, and he'd lose a primary to Newsom. Think of how bad off he'd be IF he ran, and won. By 2027 he'd be, more than likely, no longer with us. Also, imagine this dropping right before a primary election. It would have a better effect.
Now it could just be wishful thinking, but the timing is perfect for Trump to somehow make it back into office. He'd finish out this term, and be eligible for 4 more. The timing seems quite coincidental. In less than a week, Trump would be able to serve out the rest of this term without endangering his 2024 bid. A lot would have to happen in order for that to take place, but perhaps the citizens would be open to him returning if they find out Joe Biden is indeed extremely compromised. It certainly paints him as a man who could steal an election. Who knows, maybe some of those truth bombs will fall this week?
Your first part about Biden is totally plausible, the second part, I smoke of the hopium too and watch, hoping to see how it will be pulled off, but I think they are already doing things behind the scenes that go beyond our hopes.
