Those people in the article decided they needed to civilize some of the nicest desert around, even if it meant sucking up the last groundwater and having to have it carried in by truck. Has nothing to do with politics and everything to do with being selfish and heedless, imo, and I feel qualified to sneer at them because I have a cousin who just had to be out there, building a house in the desert. All those people getting away from it all set themselves up to spoil the landscape with a future ghost town.
When you’re in a drought for a long time and then get a shitload of rain all at once, it doesn’t end the drought because it’s not absorbed into the ground well when the earth is that dry and it all just runs off.
It does help certain things, fills up reservoirs for example but droughts are measured based on a bunch of different factors and a single heavy rainfall event doesn’t fix that
