According to the female friend, Seth was working on a phone app for the DNC that would show people where to go to vote. Seth had confided in her that some of the locations he was supposed to enter into the app were fake voting locations, where fake voting machines were located.
Basically, a vote farm to harvest votes from heavily controlled democrat districts, then move those [excess; unneeded] democrat votes to other districts where races were close.
