the reason the NKVD (Stalin's Secret Police) was able to do whatever they wanted is that people would not resist and their neighbors would not talk about what happened for fear of being next.

We are not at that stage yet. Before that happens, they will want to disarm the population first, which is something the Soviets did. Even if they declare a bunch of guns banned, what gun owners will need to do is NOT turn in their gun voluntarily. If they want to unconstitutionally confiscate them, let them try to do it by force. I doubt that they will have the courage to start showing up at people's houses. Just like the NKVD, if there is the mere threat of resistance, they will usually back down as they are cowards.
As for doing things, there are many things that we can do that don't require courage because they aren't cracking down on those activities yet. For example, printing a bunch of flyers and posting them everywhere or the online equivalent. That was illegal in the Soviet Union at that point. Trying to turn as many people as possible through conversation. These things may not seem glamourous and sometimes it's not clear if they're even working, but are very necessary.
As for the things that require courage, those things need to be done by everyone at once or not at all. If individuals start doing these things, they are going to get picked off one by one and used by the deep state for their PR campaigns. Usually for these types of operations to runs successfully, things need to get so bad, that nobody can stand them anymore and/or there needs to be a big event that happens that galvanizes everyone against the authoritarians.
Now depending on what you're proposing people do, the reason you might be getting flak from people is because they are warry of getting setup by a government agent for something illegal and imprisoned for it. And on these forums, it's often difficult to tell whether you're talking to someone real or a government agent. Sometimes it's better to hold and do nothing, than to do the wrong thing and get eliminated. Note that the FBI are not the only agency that does this. The NKVD actually used to do this too. They had their agents suggesting to people to act individually or to say something anti-Soviet so they could immediately arrest them. This put a damper on any rebellion or even any talk of rebellion. And if we are not careful, they could do the exact same thing to us.
