From this I surmize that these guys like Nixon understood how the game is played in " Permanent Washington" all to well. They were still in the Great Society hyperspending mode when he was elected in 1968. I read his memoirs, and a lot of times he confided that he tried to minimize damage by signing the least damaging bills when congress had solid veto override support for things he did not want to sign.
