The slowly evolving "hint hint hint" that Ed Dowd has been circling for the past two years is that the same shenanigans being pulled with voter roles is exposing a similar grift insurance companies run.
What are the tax benefits to insurance companies that, on the books, pay claims on policies written to people who do not even exist? Could most of the money be "circling back" (laundered) to the "families" that "own" the insurance companies. Insurance companies donate to political campaigns (Rs and Ds) bigly. Group policies with insurees that are no different than no show union jobs. Companies either complicit in the fraud or forced to comply as a form of protection.
Covid pandemic and millions dying takes on a whole new perspective to why certain government policies in certain states were "mandated." Governor Cuomo locks down nursing homes and then houses Covid-positive patients in the nursing homes. Then, passing laws effectively granting himself and nursing home owners and administrators immunity from criminal and civil liability that covers up more than just killing nursing home residents.
Look here, get outraged! Don't look here, there is nothing to see!
Watch Chinatown again and pay attention to what could happen when you have control of all the official books (coroner, land registry, water rights - in this fictional instance).

I keep a cautious distance from Dowd. His work seems legit, but the guy came out of nowhere and he obviously worked for the beast-system prior to. My spidey-senses tell me he might be running a limited hangout. As such, taking his work with a grain for now.
That being said, there's no doubt in my mind that insurance companies have been running rackets like you suggest since time immemorial. It's one of their primary, albeit secret, reasons for being..

First one I recall was the one owned by one of the Maricopa County commissioners just before the AZ audit was conducted. In that instance some narrative streams seems to have been crossed.

Imagine killing off thousands, tens of thousands, hundreds of thousands... BUT keeping their digital "profile" active on voter rolls... zombie voters. More numbers to manipulate. If we don't know the true number of potential legitimate votes, then how could anyone ever contest the shady alleged voter turnouts? Example, 2020 = 50% turnout, 400,000 votes... next cycle, still 50% turnout but 500,000 votes... yet the population didn't increase at all. Math does not compute....
And that's not even getting into the issues with people moving out of districts and states. Literally been dealing with my county continuing to send my sister a ballot to an address she's never lived at, in a state she hasn't lived in for over 10 years, and despite having been voted in 2 other states for the past 7 years. Oh, and they still send it addressed using her maiden name... in other words, to a person who legally DOESN'T exist. How to get removed off rolls? They send "her" a form to sign, to this address where she never lived, to a name that is no longer hers, to be matched to a signature that she no longer uses... it's almost as if they don't want anyone removed from rolls.
Voter rolls. Get that shit cleaned up and already you disable a huge part of the weapons used to rig elections. If you have to renew your car registration every year, you should have to renew your voter registration every year. Forced rolls reset every December. Rebuild new rolls every year. Really simple stuff.
