I don't disagree, but if this is true, how was the rigging not prevented in 2020? And how was Obama "retiring" all those key military generals allowed?

Because we had millions of mail in ballots to contend with that weren't being used much in 2016. Military intervened with the machines to keep from flipping votes in 2016. Gen McInerney has stated the military intervened, and this is regarded as the most likely possibility over the past years of analysis. O was president. He was able able to fire flag officers.
