People talk about "classified" documents, but what classification? In the UK you have levels of classified: protect, restricted, confidential, secret, top secret, eyes only, secret atomic etc (these might not be perfect labels, but you get the point)
He may have documents "classified" at low levels, like protect, and maybe he held them in the correct manner, i.e. he had need to know and the physical security applied was appropriate etc.
Technically "Classified" does not mean "secret" it just means it has been assessed and put into a category of protection, a class of protection, class-ified.
Maybe this is not a distinction in American English?
