Simple solution:

Have the public schools teach the black pawns that the white pawns are evil and are their enemy. Then teach the white pawns that they are actually inferior and owe the black pawns reparations for something that happened 200 years ago.

Then start the game... after both sides have been taught in public school NOT to talk to each other ever... and never to get along on any issue.
