I don't think he's stoned but definitely at a loss for words. I think he didn't want to pay D and threatened to call the cops, then his bluff was called and he really didn't know what to say without incriminating himself badly. You can hear D SMILING as he talks in the background because P is squirming. I still think the hot dog delivered by D broke OUT the glass patio door and P had no clue how to explain things.
