Well, the only act POTUS needs to do in order to 25th himself, would be to notify VP, Speaker and President Pro Tempore. He can use whatever excuse he wants if he's doing it to himself.

The salute to [somebody in] Marine 1 as it turned with its back to the WH, indicating that Trump was returning a salute rather than initiating. POTUS is subordinate to nobody and thus does not initiate salutes.
My running theory was that Trump 25th'd himself during that hospital visit, moving Pence into Acting POTUS to authorize the covert Sting OP, aka the "Election."
