Plot armor.
It's like all those James Bond movies where the evil dude has to spend 15 minutes telling James Bond how he (bad guy) will kill him (Bond).
Hey bad guy, how about shoot him and be done with it, maybe?
Srsly though - the bad guys often do this in reality because it increases the suffering of the victim, both physical and emotional.
Think of the worst murder stories you've ever heard of. These evil creatures don't want to simply kill someone. They want to torture and terrorize them to death.
To a psychopath, the suffering of the victim is good because it means the torturer is in control and has all the power. Nothing matters more to a psychopath than power and control.
Those James Bond movies are actually spot on.
