Trump has a couple folder covers labelled TS and its the biggest scandal ever...

Biden has multiple rail cars filled with TS documents and crickets.

Individual documents may not have any classification, but if combined with other documents they could then become classified.

Also I am pretty sure that documents need to be stored according to the highest level of classification present, so if one is Top Secret they need to be stored accordingly.
