A long time ago now, George Webb suggested that the virus research started out in the USA. When it became legally problematic it was moved outside the country. That appears to be standard practice: First you get the US taxpayer to foot the bills then if things look promising the research is moved into the private sector (to prevent FOIA) and abroad to make any investigation difficult.
My guess would be a move to Ukraine next and then at roll-out time Wuhan was made the fall guy and other centres were also selected. Italy looks like one. Wuhan would be a good choice because it's in China so western jurisdiction is restricted, they have a lab that could have done it, even if they are fully investigated they will find nothing if it was all done in Ukraine.
