I mean it's not really that complicated. Russia's stated goal from the onset was to "denazify" the Ukrainian military (elements like Azov Battalion) and to protect the ethnic Russians in the east who've been terrorized by Kyiv's regime for the past 8 years. They've succeeded in both of those goals since the start of the operation and have announced that they're ready to sue for peace. The (rabidly Russophobic) ultranationalist Ukrainian government can't bear the thought of losing any territory and will continue to fight as long as the West keeps sending them arms and as long as there are Ukrainians to throw into the meatgrinder.
NATO wants to bleed Russia as much as possible through a never-ending war of attrition. That's why they are drawing this out.
