I think you underestimate Chinese thinking.
Appear weak. This includes a cheap little balloon, with some microchipped intelligence. The tech can be quite small with Raspberri pi stuff. The cheaper and smarter the better. I t harkens back to an ancient art of kite making and hot air work, and it's smart to use cheap stuff and be creative.
Stay connected both on human levels on the ground, and in tech.

Meanwhile, the people are now given a challenge: start your own spy satellite in miniature, just for entertainment, or to check up on something. Balloons are a gift to the people all over the world.
