Originally the idea of balloons floating over the Berlin Wall was the video theme as it came out around the time of it's fall, which was not the spontaneous event it was made to be.

I'm just floating this as an idea, but balloons were always associated with intel gathering from it's inception, having a 40k ft view of the plain/matrix.

On another scale, small balloons would have messages attached and ideas 'floated' to 'the other side' as either comms or propaganda or as one disguised as the other. A balloon is also used as a sig-nal in wartime. Red flag, red balloon.
