Philadelphia used to have a law that no building in the city could be taller than the statue of William Penn standing atop City Hall.
It allowed the city to grow reasonably, without becoming a brutalist hellscape.
Then they started ignoring the law and building taller skyscrapers anyway.
So they helicoptered the statue to the top of their tallest one in 2007, where it stands today.
Now they're in compliance with the law AND a brutalist hellscape.
